If the current comprehensive immigration bill, H.R. 4321, or any other put forth by Congress this year with the same mandates, is passed and signed by President Obama, A common security perimeter around North America and open mutual borders was scheduled for 2010 but Congress failed to pass the legislation. A successful amnesty bill means a North American Community in around five years.America’s borders will change forever, setting in motion a process of fragmentation that will be irrevocable. America will, de facto, cease to exist, politically and geographically.

America’s corporations and financial interests have plotted and taken action with their counterparts in Canada and Mexico to bring about an integrated trading region of North America, based on the North American Free Trade Agreement (NAFTA) and the Council on Foreign Relations (CFR) plan for Building a North American Community.

They are aided by members of Congress who are involved in the process, such as Senators John McCain and John Cornyn*, or those who simply get paid to vote for the necessary legislation which is provided by corporations. It’s called bribery, also known as lobbying.

The key to this integration of North America can be found in comprehensive immigration (amnesty) bills sponsored over the past 5 years, none of which were passed. The latest bill, H.R. 4321, the Comprehensive Immigration Reform ASAP Act of 2009, has utilized past legislation taken from the CFR plan to change our borders, in coordination with Canada and Mexico. During the presidential campaign, Obama, in response to a question about a North American Union, said he never heard of an integration of North America. In fact, Obama and Secretary of State Clinton have enthusiastically taken on George Bush’s attempt to integrate the continent. In addition, they have fully endorsed and are working on the next step, an integration of the Western Hemisphere through Bush’s initiative, Pathways to Prosperity in the Americas. This plan to merge the nations of North America can be found in a U.S. Department of State article, dated May 18, 2005. It describes the corporate goal for the continent, following the CFR plan, which includes work visas for temporary (cheap) labor. Go to the State Department article and read the one page document. Then click here for the CFR plan for continental integration. This 32 page document, Building a North American Community, is the “road map” for an integrated continent, run by a trade agreement, with permanent regional governing institutions and the end of our sovereign nation.

Excerpts from the State Department article:

“Establishment by 2010 of a security and economic community for North America is an ambitious but achievable goal that is consistent with this principle and, more important, buttresses the goals and values of citizens of North America…”

You are now a citizen of North America, with the same values as those who invaded your nation (Mexicans) and who dare you to stop them. More from the article:

“The key recommendation…was for all three nations to move toward establishing a common security perimeter by 2010.”

“It is important for all three governments to commit themselves to security within that zone, thereby alleviating the need to build some barriers at our mutual borders…”

The reason is that the Bush and Obama administrations want to keep the borders open TexasDOT artist rendition of a completed North American multi-modal transportation corrider. It will include cars, trucks, trains, electric power lines, gas and oil pipelines.for the development of this continental trading region. An important part of this regionally-governed economic community is the completion of upgrades to North American multi-modal transportation corridors in service and those under construction throughout the continent. These transportation corridors need the internal borders between Mexico and the United States and between Canada and the United States to be open for the “free flow” of people (including cheap temporary labor) and commerce throughout corporate North America.

That includes international travelers. Under the current amnesty bill, the three member nations will work toward [Sec. 143, (C)] “exploring methods for Canada, Mexico, and the United States to waive visa requirements for nationals and citizens of the same foreign countries.”

Citizens of North America will have a system of national ID cards that will make crossing the border much like using an EZ pass to drive on a toll road.

All three nations are in the process of producing their own national driver’s license or ID card. “The U.S. Congress passed legislation, the REAL ACT of 2005, that would force every American to have a ‘secure’ REAL driver’s license or ID card. Implementation was delayed by George Bush until 2009 because of widespread opposition from the states. Now the Department of Homeland Security has pushed the date for state compliance to May 11, 2011. In the meantime, Congress is working on another version, the Enhanced Driver’s License (EDL). Whatever its final shape, it will be a national ID card for Americans.”

“If you choose not to apply for your driver’s license or ID under REAL ID, you will not be able to access federal facilities, board federally regulated commercial aircraft…” and deal with “…other agencies and programs to be named later by the Secretary of Homeland Security.”

“President Felipe Calderon says Mexico will start issuing nationwide identity cards for its citizens this year (2009), and by 2012 everyone will have one. (ABC News)

“The card will carry the bearer’s photograph. It will also include information on fingerprints and biometric data, including facial and iris scans, on a magnetic strip.”

Canadian provinces (British Columbia) and border states in the U.S. are implementing their own EDLs with the approval of the U.S. Department of Homeland Security. These IDs all have RFID capabilities that can be read by border stations from a distance of up to 30 feet in order to speed up the movement of people and commerce.

These national ID cards for Canadians, Mexicans and Americans will be in databases accessable by all three governments at border crossing complexes utilized by these multi-modal transportation corridors.

The Council on Foreign Relations plan for Building a North American Community calls for this outer perimeter on page 8:

What we should do now.

“Establish a common security perimeter by 2010. The governments of Canada, Mexico, A North American Community based only on commerce will result in a geographic area without a soul and will end in disaster.and the United States should articulate as their long-term goal a common security perimeter for North America…We believe that these measures should be extended to include a commitment to common approaches toward international negotiations on the global movement of people, cargo, and vessels. Like free trade a decade. a common security perimeter for North America is an ambitious but achievable goal that will require specific policy, statutory, and procedural changes in all three nations.”

Those changes are being attempted in this latest amnesty bill. A corporate-run regional government of North America (pages 31, 32, CFR plan) is part of the attempt to put together a world operated by regional and global trade agreements, based on international law.

And each nation must change their laws and constitutions (EU) to be in accord with regional and global trade agreements. It makes business and commerce much easier without legal confusion. President Obama’s administration also has a number of international agreements waiting to be approved. Plus there are our first and second amendments that need to be modified or deleted. They just don’t fit in with a commercial global community.

Do you oppose the end of America’s sovereignty, to be replaced by governing regional institutions such as NAFTA’s appointed trade tribunal, which is now North America’s highest court in its area of competence? If so, read each each new amnesty bill, using H.R. 4321 as a guide. Then do what you can to stop it.

*Senator John McCain sponsored, cosponsored or helped write most of the comprehensive immigration bills since 2005. These bills carried the same mandates: a common security around North America, open mutual borders and generous visa programs for Mexicans.

Snator John Cornyn of Texas has sponsored bills related to the task of creating a North American Community. In the acknowledgments section of the CFR report:

McCain and Cornyn are not supporters of a sovereign United States.
